The Notice of Funding Availability (NOFA) for the 2025 funding round for housing and community development is now open. Please review the NOFA 2025 notice.
The Notice of Funding Availability is for Owners and Developers.
DHCD will hold a virtual pre-proposal conference on February 5, 2025, at 11:00 am EST. To take part in the pre-proposal conference, please send an email to kkjones@co.pg.md.us to RSVP to receive a link to the conference.
The purpose of the pre-proposal conference is to present an overview of the NOFA process and requirements for working with funding sources and to answer questions. Please be advised that questions must be limited to the NOFA requirements.

Application submission deadline: March 24, 2025
Applicants notified of decisions: April 30, 2025
DHCD will consider applications outside of the NOFA timeframe for priority, time-sensitive projects that have secured necessary financing and are in a position to progress towards closing. To be considered, please request a pre-application meeting with DHCD to discuss the project details, available resources, application process, legislative requirements, and schedule. Supplier Diversity and Equity Plan:
County support requires affordable housing developers to comply with the terms of the County’s Diversity and Equity Policy for Publicly Subsidized Development Projects. Please refer to the links below for the DHCD Supplier Diversity and Equity (SDE) Plan as well the SDE Reporting Template. These forms are also available in Word and Excel format upon request. Community Development Division:
The Department of Housing and Community Development (DHCD) will be accepting Community Development Block Grant (CDBG) Program applications for Program Year (PY) 51, covering July 1, 2025, to June 30, 2026. Applications will be available online Tuesday, October 1, 2024. DHCD will sponsor a virtual Proposal Workshop on Tuesday, October 1, 2024, at 10:00 AM to 12:00 PM, which will provide an overview of the CDBG Program and specific requirements related to the application of these funds.
