Permanent Rent Stabilization and Protection Act of 2024
Prince George's County has passed the Permanent Rent Stabilization and Protection Act of 2024, a law designed to protect renters from excessive rent increases while ensuring landlords can maintain their properties.
This law sets clear limits on how much rent can increase annually for most rental units (regulated units), with special provisions for senior housing and exemptions for specific types of properties. This ensures that renters are protected from unreasonable rent hikes, offering stability and predictability in housing costs.

Listening Sessions Scheduled for Prince George’s County to Hear Input on the Rent Stabilization Act and Receive Feedback on the Policies and Procedures to Implement the Law
The Department of Permitting, Inspections and Enforcement (DPIE) and DHCD invite you to attend Listening Sessions regarding the newly enacted Permanent Rent Stabilization and Protection Act of 2024 (PRSA). PRSA became effective on October 17, 2024, and is designed to protect renters from excessive rent increases while ensuring landlords can maintain their properties.
Prince George’s County is in the process of drafting regulations and creating policies and procedures to implement this new law and is seeking the input of stakeholders and interested parties as it moves forward. To that end, DPIE and DHCD will be holding a series of Listening Sessions to solicit your feedback and comments. There will be 2 virtual Listening Sessions and 1 in-person Listening Session. The virtual Listening Sessions will be conducted via Zoom.

Maximum Rent Increase
Rent increases are limited to 6 percent annually or CPI-U + 3 percent, whichever is lower.
Senior Housing
For age-restricted senior housing facilities, rent increases cannot exceed 4.5 percent or CPI-U, whichever is lower.
These limits apply only to regulated units. Review the list of exemptions below to see if the law covers your unit.
Exemptions
Under the new law, if any of the exemptions below apply, your rental unit is not regulated:
- Newly constructed units completed after January 1, 2000
- Units in medical facilities or temporary shelters owned by 501(c)(3) organizations
- Owner-occupied group houses and religious properties
- Hotels, motels, dormitories, and licensed assisted living facilities
- Owner-occupied duplexes, Accessory Dwelling Units, and certain condominiums
