
On-Premises Waste Collection
The Resource Recovery Division offers on-premises trash and recycling collection service for immobile residents who are included within the County’s trash and recycling curbside collection service. To be eligible, a resident must be immobile (unable to move the cart(s) physically and or yellow recycling bin to the curb for collection service) and must not have anyone else residing in the home who is capable of moving the cart(s)/bin(s) to the curb.
An on-premises certification/recertification application form, as well as a doctor’s note confirming the resident is immobile, must be completed and mailed to:

What is on-premises waste collection?
Any Prince George’s County resident receiving waste collection contracted by the County can apply or be recertified for on-premises waste and recycling collection for any household where all residents are physically unable to move the cart(s) to the curb. On-premises waste/recycling collection refers to the collection of trash and recycling that occurs at the front or side door of the residence.
What are the new eligibility requirements for on-premises trash and recycling collection service?
A person must have a doctor’s note indicating their inability to physically move or roll their trash or recycling cart(s) to the curb for collection. Additionally, the person must not have anyone else living at the residence who is authorized to do so.
Who should think about applying for an on-premises waste collection service?
Only residents who are unable to move or roll their trash or recycling cart(s) should consider applying for this service. If you have regular visitors or family at your home the evening before or by 6 a.m. on the collection day, please consider asking them to help roll your carts to and from the curb. This service is reserved for individuals who are unable to move their cart(s) and require physical assistance.
How can I determine if I am unable to move and qualify for on-premises service?
As part of the new eligibility or recertification process, residents must consult their physician to obtain a note stating that they are unable to roll the trash or recycling cart to the curb due to mobility issues. Additionally, please confirm that no one else living in your home is authorized to roll the cart(s) to the curb.
I am over 65 years old. Am I eligible for the on-premises collection service due to my age?
No. Eligibility for on-premises collection is not determined by age. You must provide a physician’s note confirming that you are immobile or physically unable to roll the cart(s) to the curb. Also, no one else living in the house should be able to roll the cart(s) to the curb.
Why were the eligibility requirements modified?
The changes aim to ensure that on-premises collection services are available only to residents who truly need this specialized service, specifically those who are immobile and have no one at home to assist with rolling the cart(s) to the curb.
Someone else lives at my residence and can take my cart(s) to the curb. Am I still eligible for the on-premises collection service?
No. On-premises service is not available for households where a capable individual lives in the home and can roll the cart(s) to the curb. Additionally, if you have family members or regular visitors who can take the carts to the curb and return them to the house, you should refrain from signing up for on-premises collection service.
Why is it necessary for me to submit a physician’s note with my certification or recertification form?
A physician’s note must verify that you are immobile and/or unable to move the cart(s) to the curb. This documentation is crucial to ensure that on-site services are only provided to individuals who meet the eligibility criteria.
Will I need to recertify for on-premises collection once every two years?
Yes. Recertification is required every two years to confirm that on-premises service is still necessary. If you are permanently disabled or immobile, a physician’s note might not be needed for each recertification period. However, the recertification form must still be filled out and submitted to verify that:
- You still live at that address.
- No one in your household can roll the cart(s) to the curb.
- You still need the on-premises service.
- Your contact information is up to date.
If I qualify for the on-premises collection service, where should I place my cart(s) for collection?
Your cart(s) must be visible from the street and placed at the location specified and communicated to you by the County Inspector, which may include the front door, front garage, side door, or side of the house. The Inspector assigned to your case will inform you of the acceptable collection location during the evaluation process. Carts or yellow recycling bins should not be placed behind gates, fences, or in the backyard, as the collection crew will not be able to retrieve them from these areas.
When will my on-premises collection service begin?
If you are a new applicant, once your on-premises application form has been submitted, an inspector will contact you. If you qualify for the service, on-premises collection usually begins within one to two weeks after your approval status.
How will the hauler know that I'm an on-premises recipient?
The County will notify the hauler of your address and the assigned cart location for on-site collection service.
What should I do if the hauler misses my scheduled trash or recycling pickup?
You can report a missed collection using the PGC311 mobile app or online at pgc311.com to submit requests 24/7. To speak with a live agent, call 3-1-1 Monday through Friday from 7 a.m. to 7 p.m. If you are outside the County, please dial 301-883-4748. If you see the collection truck pass your street and the crew misses your house, you may report a missed collection any time after 12 p.m. on that same day. Please note that there are separate trucks for trash and recycling.
If I am not approved for on-premises collection or if my address is removed from the on-premises service, when will the on-premises service end?
If you are not approved for on-premises collection service, the service will not have started, and the cart(s) and/or yellow recycling bin must still be at the curb for collection. If your address has been removed from the service, the on-premises service will end thirty (30) days after you do not receive your recertification form or thirty (30) days after the disapproval date on the on-premises certification/recertification form. An inspector will contact you by knocking on your door, emailing you, sending USPS mail, or leaving a door hanger to notify you that the on-premises service will be discontinued.
When is the due date for my recertification form?
Recertification forms must be submitted at least 30 days before the end of the initial two-year period during which you received the service. For example, if you started receiving the on-premises service on September 1, 2025, you need to resubmit your recertification form by August 1, 2027.
Can I submit the form electronically or by mail?
Due to HIPAA laws, the doctor’s note cannot be submitted electronically; therefore, please mail the certification/or recertification form and the doctor’s note to:

I am signing up for the on-premises collection service for the first time. When should I submit my certification form?
You can submit your on-premises certification form after obtaining your doctor’s note. Applications are accepted on a rolling basis.
